Only Excel 2016 with an Office 365 subscription will see the experience to publish with local files. Excel 2016 standalone installation will still have the 'Publish' only behavior which requires the excel workbook be saved to OneDrive for Business or SharePoint Online.

Jim Elkins is in a pickle. Since updating his Mac, he can’t save files via Save As. I get the message: “The document could not be exported as ‘name.’ You do not have permission.” There are two ways to work through this problem: one doesn’t require restarting, so I recommend that one first, of course! If you want to try something that has worked for me and someone else I'll share this with you. Just please understand that all of your preferences for Word, Excel, PowerPoint and Outlook will be removed and you will have to reset them. Before starting the process you must quit all Office applications, including Outlook, Excel, Word and PowerPoint. And remember 'closing' is not 'quitting' on a Mac. If you are unsure about whether an Office application is still running it would be best if you restarted your computer.
