Preview Pane in Explorer does this, and has done since Windows XP (I think). It seems that the previews are bound to whatever application opens the files, so to get music or video working the player(s) that open them by default need to support the preview pane. Windows Media Player does - set that as the default for.MP3,.mkv, or whatever, and you can preview those files in the Preview Pane.

There is a big difference between a quick preview by just pressing space and a permanent pane that works only when certain applications are associated with the filetype AND you have to press play in the preview pane to start playback (this doesn't even work with a mp3 on a stock win10 install because mp3s are associated with the Music app instead of WMP) and who wants to waste half the screen space in explorer for a preview? You can't really compare the preview pane in explorer with the preview function from osx. They are directly comparable. Different implementations. Do you have to press space to preview a text document in Mac OS? I'm pretty sure you do. That's not as convenient as simply selecting the file and getting an automatic preview.
